What is ITES-4H?

The ITES-4H contract is to provide for the purchase and lease of COTS hardware, incidental software, incidental services, warranty variations, accessories, and other related options. ITES-4H will fulfill requirements from commodity purchases to end-to-end solutions. The proposed equipment will comply with the existing DA and DOD standardization, security, and interoperability policies.

Ordering will be open to the Army, other DOD agencies, all other Federal Agencies, and authorized Government contractors supporting these agencies. Services shall be incidental and directly related to the procurement of equipment under this contract. Hardware must remain 51% of the total purchase to procure the related incidental services. GovSmart shall provide for the purchase and lease of commercial servers, desktops, notebooks, workstations, thin clients, storage systems, networking equipment (including wireless communication devices), imaging equipment, product ancillaries (including equipment cabinets, racks and mounts), peripherals (including monitors, audio and input devices), network cabling products, video teleconferencing (VTC) products, standalone displays, scanners, Everything over Internet Protocol (EoIP) products, communication devices, power devices, and certain incidental services.

Related Incidental Services

Services shall be directly related to the ITES-4H equipment requirement. All services shall be performed as negotiated and as incorporated into individual delivery orders by the ordering contracting officer. The contractor shall also provide legacy equipment maintenance/warranty as part of system configuration and integration services. The legacy equipment warranty/maintenance shall be related to the integration of equipment procured under this contract or ITES-3H and will clearly define items to be maintained and level of service required. All services shall be performed as negotiated and agreed to by the requiring activity. Other direct expenses for items used in providing the related incidental services shall be priced on a firm fixed-price basis. Travel and per diem shall be quoted on a firm fixed-price or cost reimbursement basis and shall be priced in accordance with the then current version of the Federal Travel Regulations (FTR)/Joint Travel Regulations (JTRs) under the other direct expense Contract Line Item Number (CLIN).

The contractor shall provide services on a site-specific basis, as required, to the Government in all matters relating to the installation and maintenance of ITES-4H products. The services include, but are not limited to, the following areas:
